A new Directorate of Fraud Risk Assessment and Control has been established within the Commission — the institutional expression of a doctrine Mr. Olukoyede has argued for throughout his career: that the naira stopped from being stolen is worth more than the naira recovered after the fact.
The directorate embeds fraud-risk assessment in public procurement and in the financial processes of ministries, departments and agencies, identifying vulnerabilities before they are exploited.
It draws directly on his two decades of private-sector practice in fraud risk analysis and compliance management, now applied at the scale of the Nigerian state.
