Addressing heads of anti-corruption agencies, financial-intelligence units and civil-society leaders from across the continent, Mr. Olukoyede argued for a risk-based approach that protects legitimate non-profit organisations while closing the channels through which terrorist financing moves.
“When regulation becomes indiscriminate, we do the terrorists’ work for them,” he told delegates. “Precision is what separates law enforcement from harassment — and precision is what the rule of law demands of us.”
The conference continues the regional agenda he has championed as President of the Network of Anti-Corruption Institutions in West Africa (NACIWA).
